Qualifications required:
Minimum bachelor degree in social science preferably in development planning or studies, statistics, economics or another relevant field.

Professional experience required:
• At least ten years (10) years of experience in results-based management and monitoring and evaluation; • Knowledge and experience in designing M&E systems and conducting evaluations; • Good skills in database management and data analysis. • Excellent writing and analytical skills in drafting concept notes and reports; • Sound knowledge on Tanzania's natural resources sector. Other skills: • Strong work ethic and willingness to go the extra mile in meeting reporting requirements • Proven ability to manage teams of surveyors working in harsh and remote rural conditions; • Excellent interpersonal skills; • Fluency in written and spoken English and Kiswahili; • Ability to work and communicate in a multi-sector team and across cultural and gender divides; • Good facilitation and communication skills; • Essential computer skills in particular competency in the use of Windows MS Office programmes (Word, Excel, Power Point etc.), and mobile data capture solutions. • Knowledge of design and management of open source database applications (such as DHIS2) and GIS applications (such as QGIS) is an added advantage.

Forestry, Land Use, and Value Chain Development in Tanzania (FORLAND) is a four-year bilateral project between the governments of Finland and Tanzania (2025-2029). The Project area includes the Iringa, Njombe, Ruvuma, and Lindi regions, which are rich in natural and plantation forest resources. The main headquarters is at Forest and Wood Industries Training Centre (FWITC) in Mafinga. FORLAND helps small woodlot owners establish and manage tree plantations, as well as rural communities manage their Miombo Village Land Forest Reserves using Community Based Forest Management. The project also strengthens the value chain, assisting communities, tree producers, and micro, small, and medium enterprises in adding value to their goods. It builds on the success of the Participatory Plantation Forestry Programme (PFP 2) and Forest and Value Chain Development Programme (FORVAC) to ensure the long-term viability of the achievements and institutions supported. It also closely aligns with the development strategies and priorities of the Finnish and Tanzanian governments, helping to alleviate poverty, create jobs, and strengthen climate resilience. The FORLAND project is recruiting a Monitoring and Evaluation Expert who will be responsible for the following duties: • Develop and implement M&E frameworks and plans for the project. • Design tools and methodologies for data collection, analysis, and reporting. • Monitor project progress, evaluate outcomes, and provide evidence-based recommendations. • Build capacity among stakeholders through training and workshops on M&E practices. • Ensure compliance with donor and MNRT project monitoring standards, as well as the demands of adaptive FORLAND project management, which prioritizes learning from previous outcomes and decisions in order to improve future practices through continuous improvement and adaptability. • Develops a project MEL strategy and plan, including tools, data capture, processing and analysis systems, reporting formats and implementation schedule; • Leads implementation of the MEL strategy and plan and ensures that information is collected in a timely manner; • Coordinates the preparation and implementation of the baseline study and leads other evaluation studies conducted by the Project or outsourced. • Supports the CTA in the management of the Project by providing relevant information and participates in the PMT; • Cooperates with the Land use Planning expert on the collection, usage and visualization of location data; • Trains the team in results-based management and M&E; • Assists in Quarterly, semi-annual and annual reporting; • Assists in developing visualized materials on concepts, results etc.; • Ensures that the Human Rights based Approach and the cross-cutting objectives of gender equality and non-discrimination are mainstreamed into all Project activities and introduced to cooperating partners; • Ensures that disaster risk reduction and climate resilience, low emission development and environment protection including biodiversity are mainstreamed into all Project activities; • Contributes to human resources development activities of the Project (such as orientation workshops, training, studies etc.) according to her/his background and competence; • Any other duties assigned by the Chief Technical Adviser
