Professional Experience Required for International Urban Planner Position: Urban Growth and Spatial Development Analysis: Extensive experience in leading analyses of urban growth patterns, including land use and spatial development, particularly in regions with similar contexts, such as Lao PDR. Urban Development Plan Assessment: Proven expertise in reviewing existing urban development and land use plans, studies, and relevant documents, with a focus on translating insights into actionable recommendations. Climate and Natural Hazard Risk Assessment: Skilled in assessing growth-related risks, including natural hazards and climate change impacts, and their influence on spatial development patterns. Institutional Framework Evaluation: Experience in evaluating institutional frameworks for urban planning and development, with the ability to propose enhancements, especially from the perspective of water supply and sanitation infrastructure. Development Options and Risk Analysis: Demonstrated capability in analyzing alternative urban development options, assessing development potentials, and identifying associated risks for various treatment alternatives. Framework and Technical Guideline Contribution: Experience contributing to the creation of comprehensive water supply and sanitation sector frameworks and technical guidelines, integrating urban planning considerations.

NIRAS is currently looking for an International Urban Planner for one ADB-funded project in Laos PDR. The objective of the assignment is to assess the baseline performance of the provincial nam papas (provincial water utilities, or PNPs) against key financial and operational performance indicators and to develop regulatory planning tools that will: (i) Improve the technical capacity of the DWS and the PNPs in understanding how to manage and operate water supply and sanitation assets efficiently and how to identify and include climate change impacts on operation and maintenance (O&M) services. (ii) Promote and improve financial management, asset management, nonrevenue water (NRW) management, and proactive O&M of water supply and sanitation services. (iii) Guide the development of a sustainable and resilient water supply and sanitation sector. Scope of Services under this project Output 1: Regulatory environment of the water supply and sanitation sector improved. Output 2: Institutional and technical capacity enhanced.
